Acts of God cannot reasonably be foreseen and prevented. Some would argue that the woman took out the insurance because she reasonably foresaw that something could go wrong in her flat to cause damage somewhere else; therefore she took out insurance to cover against it. If she could reasonably foresee that the pipe would burst and did nothing to prevent it then she is personally liable, if she took out insurance to protect her against such events then the insurance is liable.
