I rent a free standing, new village house of 2100 sqf, close to beach, partial seaview, no garden at 46,000 hkd /month.
I feel this is too much - what's the current average?

there isn't really an average, it depends on location, how well renovated the place is, parking, garden, views etc.
you always pay more for a seaview. you could probably get somewhere cheaper, but it doesn't sound that much too expensive, especially if you signed the lease a while back. have seen some village houses back on the market for around $30k.
