Check with your building owners' co-operative. Check with the management company; it will have the charges per flat. This is usually done on the size of the premises - a large flat, a higher charge.
"is it possible to opt out of a complex if we don't feel the fees are fair"
Yes, move.

Willwill, you would - or should - have been told the management fees before you bought the property. No, there's no way to opt out of paying them. You could just stop paying, but the management office or the incorporated owners would get the money one way or the other. They could for example register a charge with the Lands Registry. This would then appear on any Land Search of the property as an encumbrance. If you wanted to sell the house, you would probably have to settle the outstanding management fees before doing so.
As Claire says, the management fee is usually calculated on the size of the property so maybe you're paying more because your house has a higher square footage than others.
