We are relocating to HK. I have been looking at the rental prices - just want to ask whether you will need to pay, on top of the rental, any extra such as government rate or something equivalent to UK's council tax, and/or management fee (we are not looking for serviced apartment).

Cara has it right about the inclusive/exclusive.
IslandHopper raises a very good point. Especially in new apartments, the efficiency can be quite abysmal.
You'll also have to pay deposits from a few hundred honkies to several thousand for the utilities. You get them back at the end of course but they're still out of pocket in the beginning.
