Give Lloyd's a call - I know they give mortgages in UK and Canada - not sure about Eastern Europe. The other option would be to speak to the agen that is selling you the property in Eastern Europe. One last option is to pledge your Hong Kong property or your other assets to the bank - and then use the funds to buy the property in Eastern Europe.
