Depends on who that somebody is. My male friends used to say it to me when we're discussing about some girls. I just take it as a compliment and make jokes about that. My boyfriends said it to me when we were already in relationships.
No idea if a potential saying to me because never experienced.

See this is exactly where people go so wrong....words are not as strong as actions...!!! If a girl calls you cute she could mean :
Your like her brother
She'd love to cuddle you
She wants to have sex with you
She fancies your face...but only that
You are a bit chubby
We ALL use language differently and its very dependant on where we come from etc etc...If I was to tell a guy he was cute, then it wouldnt mean that i fancied him and i my experience (at home in South Wales) a guy would be a bit sad...not embarrassed or happy! ahhh
