If your friend has a genuine employment contract, and the sponsoring company can prove that they've tried to fill the position locally and they couldn't, and your friend has certain expertise which isn't readily available in HKG, then yes, he could get an employment contract without a diploma. But the sponsoring company would have to show proof that they have tried to fill the job locally, which would be copies of advertisements that they have placed in the newspapers. Nothing is impossible, but there are big IFs involved here.
