(1) No, I dont think a return ticket is required. Pretty sure of that, people renew visas by going to Macau, and that is never a requirement.

(2) To get a dependant visa, yes. which he will need if he wants to work. Living together for however long is not going to go down well with immigration when you try applying for a dependant visa.

(3) yes, you don't even need to go as far as Japan, simple ferry ride to Macau will do the trick, some people have gone years scamming immigration that way, Immigration are wise to it though, so it depends on the guy looking at your passport if you are making day trips to Macau so I really wouldn't do that too often, once or twice at most. But that is me.

In some Asian countries, a female foreigner married to a male native gets a visa or perm. residence immediately, but not necessarily a male foreigner married to a female native. In the latter case, from what I understand from friends, the male foreigner has to prove his skills/worth etc., because in Asia, men can't be dependents of women, unless we are talking about sons or elderly fathers. (Before angry women start posting livid replies, let me just say that I'm merely giving an account of what's happening, not advocating the status quo.)

I've found the immigration dept here very helpful, so I'd recommend just ringing them on Monday to chat. If your fiance has skills, he might also come in on his own steam under the Quality Migrants program.

Happily, HK is far more enlightened than other places in Asia - and it seems like your fiance can look for employment freely too.

Green and Cara are absolutely right - only a married couple is recognized ("spouse" in the guide, and marriage certificate required), and even then nothing's guaranteed. Your HUSBAND, not "fiance" as I wrote earlier, can look for employment freely. HK is enlightened in the sense that a HK woman's foreign-born husband is treated the same way as a HK man's foreign-born wife.

You may be asked to show a return ticket at the airport either when you depart or when you arrive in HK. It is actually the law that unless you are a resident or arriving with a visa you do need an onwards ticket out of HK. Yes once you are 'in' you can renew simply by going to Macau, but this is not the case at the airports. Plenty of people get in, but just be aware you can be challenged.
