how does finding a job on a tourist visa work?

I know for Japan, after finding a job and one that will sponsor a work visa, one would have to leave the country and get the work visa in another country like Korea. Is it the same in Hong Kong? And how long does the process usually take? Also is there long-term cheap accommodation in HK. Thanks.
