Getting a dependent visa for my partner while not in Hong Kong

I have permanent residency status in Hong Kong but I am currently in UK. My wife is flying back to Hong Kong and her dependency visa has expired. As she is Filipino I am worried she will only be given a 2 week visitor visa.

Can she renew her dependency visa in my absence?

Does she have to prove a pemanent address? Do I have to give her my passport and ID card and a supporting letter?

Anyone been in a similar position?

I don't have proof of address as I am not living in Hong Kong at the moment. I do maintain a bank account that I could change back to a Hong Kong address temporarily but I have no bills. Is there any way to ask Immigration by phone? All the numbers seem to be automated that are on the website.
