I will have been continuously resident in Hong Kong since the middle of January 2005 so next year will be eligible for Permanent ID.
Does anyone know how far before the actual 7 year anniversary I can apply?
Do I have to wait until the actual day that 7 years has passed or can I apply a while before?
Have any of you been through this?

Just visit the immigration department and find the correct floor/window by following posted instructions (depending on what business you have with the department - application for permanent ROA in this case). Your stay in Hong Kong doesn't have to be exact to the day before you can put in your application (you can pay them a visit today if you like). If they tell you to come back, that's still fine.

Punter, your information is incorrect I'm afraid. You stay in HK does have to be 7 years to the date you had a valid visa here in HK. You cannot apply even one day before your 7 years are up. So assuming that in the middle of January 2005 when Scotvet 69 arrived he had a valid visa, then he has to wait to the middle of January 2012, the exact date, then apply. If he arrived on a tourist visa in Jan 2005, then got an employment visa a few weeks or months later, like a lot of people here, then he has to wait till the expiration of the 7 years of being resident under a valid visa (not a tourist one).

Well, I was speaking of my own experience.
But whatever the case (as policy does change), the point is the OP will never be sure until he visits the immigration department. If the officers tell him he can't apply yet, he loses only a few minutes/hours of his time but gains first hand knowledge.

I thought immigration has suspended all applications?? If I am wrong, then go in January. Spend the next few months getting all the paper work you need to prove to them you have taken HK as your home. I mean go over the top, they love calling you back for extra paperwork! I only went twice, to apply and then pick up! This was because i gave them more than what was needed. All the best!
