I was on a temporary expat assignment in Hong Kong, and during my tenure my job was eliminated and I was laid off from the company.
Upon my repatriation to the US, I filed for Unemployment Insurance benefits with the state (California), but was told I don't qualify because my employer did not report any wages for me during my time overseas, and they did not pay any payroll taxes to the state. Therefore, I am not eligible for unemployment benefits.
During my time in HK, I maintained a residence in CA and also paid CA state taxes. It seems odd that I would make tax payments to the state, but my employer would not?
Has anyone encountered an issue like this?

Unfortunately, the unemployment office is right. When you work in the US, the company pays unemployment insurance for you. This payment is made directly by the employer, not part of your personal income tax filing.
If your employer(s) did not pay any unemployment insurance for you in the past 3 quarters. (I am not certain of the exact duration.) you will no longer be eligible for unemployment benefits.
