This is a very complex and very sad scenario. It is very hard for anyone to comment without having knowledge of the assessments made or investigations done.
Although the Hong Kong universities do have a paediatric neurology centre, I would recommend you seek help in one of the english speaking western centres in UK or USA for advice. This will most likely mean bringing the child for renewed assessment.
When you mention the side effects of the medications, I can only say that effects and side-effects are often a trade-off, and managment of epilepsy (what ever the cause) involves continuous monitoring and review, certainly at such a young age.

What a sad, confusing and frustrating time for all of you.
As your friends are in Australia I suggest they make contact with www.wannabee.org.au
They will be able to get in contact with other families experiencing similar situations, Doctors who will listen, and have access to latest research. Depending on which state they are in, they should be able to get someone close by to come and chat and help them in their search to find some answers.
I myself had a vaccination incident occur in a private practise here in HK with my son, the brush off mentalitiy and lack of accountability is shameless. I found a lot of comfort from talking to the above organization. There are many people out there that can help, you just need to find them and unfortunately "the powers that be" sometimes make that very difficult.
Good luck and strength to the babies parents and of course the little one.
