You need to check this out and get it treated by a medical person (no matter how embarrassing it is) - the rash/fungus is probably candida (thrush in women, balanitis in men) - which can be treated by a cream on the surface, but it will be better if you treat your whole body to get rid of the cause.
Your partner also needs to be treated at the same time otherwise you continue to infect her (or him) and she (he) you - no ending. If you are not in a stable relationship then stop having sex until you get yourself sorted....spreading nasties does not leave you in a good light.

- use canesten or daktarin cream
- if recurrent, check for diabetes. (fasting glucose test)
