The government provides a free emergency dental service but is only for treatments such as extraction and pain relief.
You can apply to the School Dental Care Service service which is provided by the Department of Health. It is for Primary 1 to Primary 6 school children and covers scaling, filling, extraction, and oral health education. Orthodontic treatment is not provided
The School Dental Care Service's information hotline is 2713 7028. Website:

The Prince Phillip Dental Hospital sometimes takes on teaching patients but only if the treatment is suitable for teaching at that time. There would still be a charge.
The Hong Kong Christian Service has a Medical & Dental Clinic at Granville Road, Tsimshatsui. The charge for a basic consultation is $40.
