Can anybody recommend a competent, reliable western dermatologist (no Chinese!!!) on HK Island?

Do you mean western trained, or western skin colour? Assuming the former, I can recommend Tinny Ho and Ronald Leung. Excellent indeed. (Assuming the latter I would decline to comment ... )

I see Dr. Ronald Leung and have recommended him to most of my friends. He is really good.

Dr Ronald Leung is Chinese. For one thing the name Leung is already a Chinese name.

You can go to the Hong Kong Medical Council Specialist Doctors' page to search for doctors in respective specialty, and you'll find that there is no Caucasian dermatologist practising in Hong Kong.

I went to see Dr. Adrian Wu. He is a western trained Chinese, a specialist in immunology and allergy. I had a very good impression. He is competent and very polite.
