Does anybody know where I can learn Makaton or PECS in Hong Kong?

It depends really...

If you're a parent or relative of a child who is using the system, the best way is to join in with them at school (with guidance from the speech therapist etc) for a while until you get the hang of it.

If this is for professional development reasons I would recommend contacting the CDC at Matilda www.cdchk.org and asking their advice.
