Have you take a look at your structural alignment of your body. There is a high chances that you calf muscle is tight (long : tensile stress, rather than short). That is why even with stretching of the calf muscles can sometimes cause cramp. In fact, the cramp reaction is our body protective mechanism. So when it's overstretch, the muscle splint (contract) to protect from further damage.

Try look at the antagonist muscle (muscles in front of the shin bone, particularly the anterior tibialis). This muscle is short and need to be stretch.

FOTH is right, cramps in the calf muscles either during exercise or at night can be the result of insufficient mineral intake. Most commonly, cramps can be avoided by increasing your intake of calcium, potassium, and magnesium. Both calcium and magnesium can be taken in the form of a supplement, but it is recommended that potassium levels be increased through the intake of more fruits and vegetables. These minerals should be part of a person's daily diet, as it will not help to simply take a supplement before running, or when cramps set in.

Hope this helps!
