The condition is called axillar hyperhydrosis (profuse sweating under the
arm). The rash may well be due to irritation or infection of the hairfollicles, and treatment would be simple (antibiotic application).
There are new developments in the treatment of hyperhydrosis of the arm if applications (deodorants) are not effective. The treatment can either be surgical by interrupting the nerves that stimulate the sweatgland, which is
a relatively straightforward operation, or by botox injections.

Wear loose, natural fabrics like cotton, definitely not polyester. maybe it's got something to do with your emotional state: anxiety, stimulation due to excessive caffeine. Try relaxing more, seek calmness, do meditation. Become aware of what's making you anxious and deal with it.

Hey, if it's a real problem for you and if you don't want to have surgery, I think botox is the best way to go. It's quick and easy and really works for oversweats problems.

Try making tea with fresh sage, if drunk regularly it does help - you still sweat but not as much.
