I would start by getting a good doctor. Is your friend expecting to use the public health service? Then expect long waiting times in OPD and an appointment for the specialist in 12 months. If you want an immediate appointment, and for diabetes you should be seeing a GP for initial control and check, then any one of the recommended doctors in Hong Kong private sector.
