My husband and I will be moving to Hong Kong this September, and we are wondering as a general guide, how much discount one can ask for when negotiating rent?

Right now it is a seller's market so not very much. There are signs of a bubble burst on the horizon but it isn't here yet.
I would say a few thousand perhaps. You'll probably have a better chance asking for one week or two free rent, or some free upgrades to the flat.

I have had luck getting them down a thousand or two per month on flats ranging from 14-19k (final price). but it def. varies a/c to the landlord and the market, which seems to indeed be harsh right now for renters/buyers

I managed to negotiate down by 2 thousand on rent ranging between 25 and 30k. This seemed to be the range others I know have also managed...

As mentioned, try getting extras. Upgraded kitchen. New floors and/or windows, TV and/or furniture, dishwasher, split A/C units to replace old one-piece noisy ones (will save you on electricity bills).. It's amazing what many landlords will agree to as they don't have to lower the sticker price.

I got HK$2k down per month, and have blackout curtains thrown in as well. Do not be pressurised by the landlord or the property agent, unless you l-o-v-e the place. There are so many plaes to rent in HK, you need time and patience. Good luck: )
