Anyone know where you can buy .999 silver coins/small bars, none of the banks seem to sell it anymore.

Silver is not so popular in HK, although a few years back it was easy to buy Maple Leaf coins, etc.
You can try local jewellery shops (the ones with all the gold in the windows and often sell coins), pawnbrokers, numismatists.

go to lucius precious metals to buy silver coins cheaper then HK banks. they have stock too.
