I've heard that a PR can sponsor someone to help them get an employment visa. Is there a form for this? I haven't been able to find any official way to get through this process. Any help is appreciated!

[UPDATE] Please note that fee quotes stated in historic postings may be out-of-date.

PR cannot sponsor a person for an employment visa. There should be an offer of employment by a potential employer and the applicant should have skills not easily and commonly found in HK.
