To open a Business Registration Certificate is the cheapest and easiest
way to open a small company, it is about HKD 450 a year, and obtained
through the Inland Revenue Department at Revenue House Wanchai.
However, it will NOT be a limited company, and you do have liaibility
which means that your assets can be seized. Small cos./people usually
go this way.
Limited Liability Company - info. obtained from the IRD as above. One
has to have audited accounts each year, which costs approx. HKD l0,000
through an accountant. To purchase a shelf company is about HKD 5,000
which is already in existence, and can be obtained through your
Accountant, if he has one. If not, then you can make up a name
yourself, and as long as there is nothing the same/similar, you can
choose whatever you like. IRD website www.ird.gov.hk tel.no.

Good advice CAB.
I would suggest just incorporating a new company as service providers will charge extra if you wanted to change the name of the shelf company. The shelf company name selection is usually a bit funny as well. The incorporation process is quite quick ( 4 days), so unless there is a bit urgency I would again suggest incorporating a new company.
The company I work for specializes in assisting clients with HK, China and offshore company incorporations (www.vistra.com), so please send me a message if you need any assistance or extra information.
All best,
K
