You can try Louis Steak House on Gloucester Road (Malaysia Building). It is always nice and quiet with friendly staff and a nice relaxed atmosphere. Usually, it will be low lights and candles.
Foodwise, the steaks are reasonably priced and always cooked as ordered (I can't stand it when a medium steak comes back well done). For dessert, try the fresh chocolate souffle made to order or crepes suzette in fresh orange sauce, made and flambeed at your table.

Amigo in Happy Valley. Superb Steak, service, and seranading troupe (last year, so don't know if they still have that). Was just there for Sunday lunch.
