POLICE INACTION ON 2:45AM INTRUDERS

Hi! I live in the heart of Central in a building with one flat per floor, so very few units n neighbours. Having tolerated my upstairs neighbours noise for 18months, I finally took everybody's afvice n called the police when he banged on my door n hurled foul language to intimidate me iinto shutting up as I had asked several neighbouts ito talk to him to no avail.

The police came n went, n the early morning 4am disturbances continued daily, with a bit more intensity.

On 6th Feb, last Monday, 2 men dressed as construction workers, one with a helmet on, entered my building at 2:45am, (we don't have night security), came directly up to my floor. The guy with his face uncovered n who knew the building code n is clearly visisble on the CCTV recording, held open the lift door, while the helmeted guy banged on my door. When I didn't open the door ( I thought I was dreaming but in any case wouldn't have opened the door) they left. They were in and out in just over 2 minutes.

The next day when the caretaker came in, I reviewed the CCTV n saw the above. He refused both my n my lanlady's requests to call the police so I did. They were reluctant to come in to view the CCTV n simply told me to call them the next time it happened. I insisted they file a report which they did. They didn't bother to take a copy of the CCTV recording or even the clear shot of the first man's face. They didn't interview the horrid upstairs neighbour who I felt was behinf it. I don't expect them to do anything.

To clarify, don't think the guy is a goon though I've never faced him, simply stuck notices on his door about the noise. When he came down to intimidate me, I didn't reply but just pointed my camera at him which made him run back into the lift as locals hate being photographed :P

He is more about ego that hecdo what he wants when he wants as his family developed the property n sold it. Other neighbours, while sympathetic, aren't willing to stick their necks out too far for me. They're all well-educated with good English n own Canadian passports n homes, hence my reluctance to call the police as I thought it could be sorted out in-house n I generallly avoid confrontations, excpet when yelled at :P Posted this coz I don't understand the Chinese mindset on disturbing people between 11pm-7am???

It is beyond comprehension how inconsiderate some neighbours are. We have to put up with three children screaming, playing hockey, riding bikes scooters, bouncing balls, you name it they do it above us at all hours, and thier parents can't understand how it disturbs us and just don't care. In your case it maybe that the police are unable to do anything as a crime has not been committed. In light of the fact that your neighbour has been intimidating you I would certainly go to the police station to file a report then at least it is all on record. I don't know if you are able to call the police inregards to excessive noise so unfortunately I can't offer you any suggestions.
