Distrubing with the telephone

I need advise on how to deal with the issue of "Distrubing with the telephone" by my brother-in-law (sister's husbnad), since last 10 years. my brother-in-law also takes Drugs and steals my sisters' money, he rarly works and gives her money.


He has been calling (many times at onces) and not speaking and recently he calls and kisses on the phone which makes my blood boil. There are so many obvious reasons for me to say it is him, one of which is that he onfessed to my sister that that yes it was him who is Calling me.


So my father went to him and scoled him( my brother in law) but he (brother in law) didn;t confess to my father that it was him. And i couldn't get the report of his (brother in law's) Sim card because he is using Prepaid SIM card, which means that (brother in law) will have to take his SIM CARD to the PCCW shop to get the Outgoing calls record.


I don't think that the police will do anything because few years ago someone else was disturbing me and I called the police and the policeman said that we can only something if you get 40+ calls per day (how unjustified). Anyway i want to know what action can i take against him? I have transfered my mobile to the police station so that i can tell them it was he who was calling and i also want to see if the police wants to wait for 40+ calls per day to take action.


I dont want to chnage my phone number, as i dont want him to think that i am scared.

pls note i have contacted my mobile phone company and they refused to do any search just by saying that we dont have any track for private calls
