We use an airtight plastic box from Incense or Lock n' Lock. You can get these from Japan Home or at the grocery stores, though usually the groceries don't have the larger sizes. We put the flour in there immediately when we get it home. The paper package it comes in will not keep bugs out, and a plastic bag is just a lot of work.
We do the same for sugar, crackers, cocoa powder and so forth. Apart from the bugs, the humidity will also ruin such things.
We also have dehumidifying "tubs" in the cabinets.

I found this posted previously on Asiaxpat.
Dump everthing (or sift the weavils out and eat it) and don't buy anything else until you have cleaned out all the storage containers with hot soapy water and wiped over all the cupboards and shelves. Then when you buy new products transfer them to suitable containers when you bring them home (checking for any infestation) and make sure all your lids are closed. Some people swear by bay leaves scattered on the shelves.

Instead of soap, I recommend cleaning with heavily diluted bleach. That'll get them.

If you put the flour (or cereal) in the freezer for a couple of hours/overnight when you first bring it home, that seems to kill any bugs/eggs/larvae already in it. You can then just keep it in containers as normal.
