If the DH mother can prove that the expat is the father (through DNA testing), she can successfully apply to get maintenance from him. Just because the child is going to be born in HKG does not mean that the mother will become a PR.

the father has permanet residency but he doesnt want to marry her or take care of the baby.so even if they never marry, does a baby have the right to become PR?

hang on if the baby is born in HK then I think it will get PR but the cost of delivery in HK to a non-entitled person is about $50k, the father should have to help in that cost and subsequent maintenance

I think the OP's question was whether the mother will get PR after the baby is born and the answer is no.

even the baby will not get PR if none of the parents has a PR (assuming the father does not have a PR being an 'expat')
