use of maps without paying expensive internet charges or GPS equipped mobile

Rather than using a paper map, I am very interested in the nokia x3-02 phone, but want to ask if it is possible to download maps of Hongkong using my home computer, from http://maps.nokia.com/?cid=ovimaps-fw-ilc-bdy-n500toovimap_0x0-na-ncomprod-hk-en-1todtmt04713a#|24.9074773|114.1890792|4|0|0|normal.day?

and make use of the maps, using the X3-02 to help me find my way round Hongkong without having to pay expensive internet charges with a GPS equipped phone.

if not possible please tell me another similarly priced phone which will allow me this function without expensive internet charges via GPS. My friend has an iphone with unlimited internet for like 300 HKD a month, and has shown me the GPS maps function. it is very cool, but surely maps application should be still available without an active mobile net usage.
