Car Scam...should i sue in the small claims court...

I bought a car from a private seller (!!!) with the advert saying excellent condition low milage etc etc. I test drove the car perfect. Next day bought the car, driving it home it conked out. Garage says all computers in engine have been disabled, warning lights to dash disconnected and the car is unusable. I have since seen the guy advertising at least 12 other cars, and he is refusing to take my calls and if he picks up by accident claims not to speak English. I do have a police report but they say nothing they can do. Do i pursue this in the small claims court, and if so I do do i need a solicitor? The guy was so genuine, told us it was his personal car , was moving to Shanghai and spoke perfect Englishetc...absolute thief.....car only cost 60k, but don't see why i should be left out of pocket to a scammer.... i only have his HK ID number.......
