China revoked the right for agents in Hong Kong to arrange visas several years ago. The only way to obtain a visa is to visit the "Visa Issuing Office of the People's Republic of China" in Wan Chai. There is one price for each visa type (i.e. single/multiple entry) and no negotiation. Do a Google search for China Visa Hong Kong.

AFAIK, however, travel agents, licensed or not, lost visa processing priveliges years ago.
I do remember when I could go to Japan Travel in TST East and get a multiple entry visa for $400. But those days are long gone. As recently as last year, I was told I had to go to Wanchai -- in person -- and there was no way around it... Are you sure this has changed since then? If so, it's news to me.
Byt the way I believe those prices are the same as charged by the visa office, so savings is not a factor here.
