My colleague left HK in 2009 after working here for 2 years - and hasn't been back since - he is thinking of coming back for work - is he able to use the same HKID card or will a brand new card be issued? (diff visa/employment) etc - he is hoping he can speed up the process of finding a flat etc - but i think he will need a new card with a new HKID number... who is right??!

The Hong Kong ID Number is issued once for each person. That's your number for life. (Apparently the card is temporary as it can be lost, burnt, stolen etc. But then you can apply for a "duplicate").
Your colleague can use that card when he comes back but the Immigration Department will know that he's got no work visa (associated to the HKID). I would think that he will be given the normal "landing" visa depdending on what Immigration bestow on each which seems to be related to nationality. (Different countries, different amount of "landing/entry" visitor's visa).
