bpr, sounds like you are not in Hong Kong yet. The following link should be helpful to you. Take a look and check it out.

For commuting to Kowloon Tong you would do best to look for somewhere close to the KCR railway stations, probably north of Kowloon Tong (for your budget), Sha Tin, Ma On Shan, Tai Po, Fanling and Sheung Shui.

The only easy (but very long) commute is from Discovery Bay, where the developer/transport operator has you by the short and curlies. South Lantau is relatively green and pleasant but again you are held to ransom by the public transport operators. You face grossly inflated fares on Sundays and public holidays, combined with an infrequent service at all times, and a limited road permit system that makes private car ownership extremely difficult to manage.

you can get a 2br for 12k pretty much anywhere in HK, but what you need to be concerned about is the size of the rooms and the view from the apartment. apts in your budget in the midlevels (between central / sheung wan and the peak) may have windows that may as well have not been there at all. at least thats all i saw up and around there. i chose to live in tin hau with a nice view of the harbour, reasonable sized room (2nd br is just a study), 2mins from the mtr at 14k.

i'd say any place on the mtr should be fine as long as your office is near the mtr.
