Hi!
I bought a flat with rooftop and I wonder if i could build an internal staircase with a roof hatch.
Would that be considered an illegal structure? It's actually quite small (maybe 30cm high) so it shouldn't be considered an addition of space to my flat.
It costs too much money and time to ask the proper authorization from the building department. Is there a way to have an informed opinion about what I want to do? Who should I ask: a lawyer/architect/both?

of course they BD will say no. that doesn't mean you cannot do it, but be careful. in most likelihood it will lower your re-sale price as a future owner will want to be compensated for the risk.
if the BD finds out, they can also slap you removal order on it, so you can't sell except if the new owner takes on the known liability

I actually think the BD will accept but I've been told that it takes 6-9 months and that's far too long. Also, in my experience looking for apartments I've seen flats with building orders and the price was by no means lower than the market, quite the opposite in fact because of the living space added to the flat (in that case the owner practically added a room onthe rooftop). But well, that may be an extreme case.
