Plumbing renovations old flat

I am UK citizen, my wife is Hong Kong citizen. We live in Caribbean.

She owns an 800 sq.ft. flat in New Territories that the rest of her family lives in.

The pipes under the floor and in the walls are steel and are rusting, causing leaks into the flat. If they burst altogether would also damage flat underneath.

The only way to fix this is to tear up all the tiles throughout the 800 sq.ft. dig out the old pipes, in the floor and 2 bathroom walls, replace them with copper pipes. Then re-tile floor and bathroom walls.

Also they need to replace the gas pipes and gas heater.

Not replacing toilets, sinks or showers.

We have been quoted $269,000 HKD, which seems like a lot of money for me.

Any ideas what this should cost? Any recommendations on reliable, honest and reasonable contractors who could do this?

Many thanks.

The price sounds a bit on pricey for just floors and pipes. I did my 857 ft flat - the works - including everything you mentioned. When comparing 270K sounds very disproportionate. Mind you, I went for a rather no frills contractor (reasonable $ too). He has no flare for design or eye for fashion, but I worked with him very closely to achieve what I wanted. I picked out everything and micro-managed each process. This was only because I was particular about how I wanted things to look. If you want a contact PM me.

This is a high rise apartment building. 30 floors. In order to do this work it will be necessary to shut of the water for everyone using those outside pipes for a couple of hours. Maybe more than once. This will require advising the building manager and getting license from them.
