am moving to HK and want to get an idea of where to live - work in Kowloon Tong - want to spend approx $10000 - 12000p.m.Do all rental properties include utilities?

Rent usually includes government rates and building management fees. Utilities (electricity/gas/water) are not included as they vary according to the user/usage.
