My husband and I will be moving to HK and our 18 yo daughter would like to come with us and go to college there. Since she is 18, does she qualify as dependant or will we need to get her a student visa if she is accepted to a college there.

The immigration rules are quite clear on dependent children. They need to be unmarried and less than 18 years of age. Maybe you can focus on earning a place in a uni and get a student visa.
