You can always try. The easiest way is for you to get married and get her a dependent visa. Then she can work without sponsorship from an employer (I guess you already knew that).

That's not right. You can be the sponsor of your wife (or children) even if you don't have PR/ROA [permanent residency/Right of abode].

If she's your dependent, she actually has more freedom than you because she can work for any company. However, the length of the DV (dependent's visa) is co-terminus with your work visa (I assume you have a work visa).

Yes. To your immediate family (spouse and children), and parents over 65 years of age, not to siblings.
In addition, by 2010 you can apply for PR. When you came back to HK (in 2002?), that's the start of counting the 7 years to be eligible for ROA/PR.

As long as you're considered as "ordinarily residing" in Hong Kong during the past 7 years, you can apply for PR. If you're a student and out of Hong Kong to study but comes back to Hong Kong to live, you're still considered "ordinarily residing" in Hong Kong. But of course the ID (Immig Dept) takes each case on a case by base basis. No harm in trying.
