Tenant protection

I've been renting my current apartment for the past 3 years. However, for the last 2-3 months, my upstairs neighbors have been making constant noise. Literally, from the moment I wake up at 8am, until I go to bet at 11:30PM, there's almost constant noise coming from them.

I have been recording all the noises, and sending it to the building management. I've stood outside their door and recorded the noise coming from their unit multiple times. The building management refuses to do anything, except for "we'll ask them to stop".

Is there any law protecting me from these kind of people? How can I take this further? Would the police be able to help out? Or is there some sort of court were I can file a complaint?
